While I didn't follow him in recent years, I knew him from SharpSportsBetting.com way back in the early 2000's when he was just a sharp trying to beat the books, long before he was known as the guy who spent countless hours exposing the ugliness of the industry.
I could care less that he had some unpleasant words for me here on BT a few months ago, we just had different personalities. I believe he meant well in his endeavors.
Personally had many conversations with him at SSB ,some good ,some bad ,but you cant take away what he did for outing people who needed to be outed. RIP

His twitter handle just posted something 9 minutes ago...strange.
Given the fact that at the most random times he'd be congratulating celebrities and or sportspeople in the past, my money is on this being an app that has scheduled tweets.
