Skewed line question

I have access to an account that was previously used by a very square better who must have notoriously taken favorites and overs. I was just looking at the lines on this account and noticed they were skewed that way as well.
For example
Louisivlle -18 / 68.5
Looks like sbr has 17 / 67.5 across the board
Troy -10.5 / 54.5
Looks like sbr has -10 / 53.5
This trend carries through in the NBA as well, not so much in NFL though.
Question I have, should I just blind bet dogs and unders for a static amount?
Is this + ev?
