No it means you want the game regardless of the starting pitchers. If there is a pitching change, you get the new line. It's been like that for as long as I remember.

If that were the case, no one would ever bet listed pitchers with Kershaw, Pedro/Maddux/Unit in their primes, etc. There's no reason for any advantage player to bet action because you have no idea what line the book will give you if there's a scratch, and the book can easily game their opener based on action. I.e. if it's PHI/LAD and the book has a ton of LAD tickets and there's a pitching change, they can open with a heavily shaded line towards LAD and then immediately move on air to the real line they want to open. You leave yourself at the mercy of the book to determine what line they want to give you.
The predominant rule has been relining action bets for a long time, years ago there were a handful of books, mostly small ones or foreign ones, who did give action regardless but I haven't seen one in many years. There may still be old man locals who take bets that way but no actual offshore/brick and mortar sportsbook I know of does it that way.
