Best VPN for out of state books?

Does anybody know of a good enough VPN to get out of state books? I have NordVPN in PA but it's not good enough to get me NJ books.

    no question only one that works sometimes is
    privatevpn
    but you got to set it up right
    change port so its not an obvious vpn port
    you need to disable flash
    check https://whoer.net/ and make sure you dont have any DNS leaks
    make sure your DNS is set to the VPN DNS
    I used a NJ SB for a minute and it worked just fine
