The new baseball

I see teams bringing the infield in the very early part of the game against mid to lower end rotation pitchers.
Cleveland brings the infield in the first inning losing 1-0 to Smyly. He doesn't think his team who has won 4 straight and scored 23 runs in it's last 4 games can score today. I see it so much more and I'm wondering is this part of the new baseball strategy. IMO it's just bad baseball or am I missing something all these years.

    To me it's strange. I saw it yesterday-- 0 out, runners 1st and 3rd-- infield in (WHY??) Ground ball that would have been easy out if the 2nd baseman is playing his normal position-- single-- run in.
